The transmission associated with Three Mile Island Unit #2 was described in the " Statement of Reasons Why the Construction Permit for the Three Mile Island Nuclear Generating Station Should Not Be Suspended Pending Completion of AEC's Environmental Review Pursuant to 10 CFR, Part 50, Appendix D", dated October 19, 1971. Included in that description was a 500 KV transmission line between Three Mile Island and Bechtelsville. As set forth below, the timely installation of the 500 KV transmission line is necessary if the power output of Three Mile Island Unit #2 is to be reliably available to Met-Ed's customers and to the PJM Interconnection. Construction of the line, however, is not necessitated solely by the additional electric power to be supplied from Three Mile Island Unit #2.

Rather, as set forth below, construction of the 500 KV line is also required t r the transmission requirements of the PJM Interconnection.

The 500 KV transmission as described therein is the major outlet for Unit #2 energy. Although transformation vill exist between the 500 KV bus and the 230 KV bus associated with Unit #1, this transformation vill not be adequate to handle the entire output of Unit #2, nor vill the underlying 230 KV system be able to absorb more than that amount of energy planned to match the transformer. Hence, if the 500 KV circuitry is delayed, the bulk of the power in Unit #2 vill be bottled, and thus not available to the system.

In the description of the 500 KV facilities it should be noted that "approximately 15 miles of the right-of-ray for the lines to Juniata and Peach Botten have been acquired. During the review period it is intend,ed to complete land acquisition and start clearing of the right-of-way. Actual construction of the line vill not begin during the review period." This s..

Juniata and Peach Bottom.

The major circuit consisting of o7 3 miles of 500 KV line to Bechtelsville is currently under constructior, and is an extremely important part of the bulk power network of the Pennsylvania-New Jersey-Maryland Interconnection.

As noted in the report, other companies plan to extend the 500 KV line eastward from Bechtelsville to Souderton, Pa.

The Area Coordination Committee of the Mid-Atlantic Area Coordinating Council (MAAC) has reported in their "MAAC System Reliability Review - Fall 1971" that the Bechtelsville-Souderton 500 K7 line is an adjunct to the transmission GPU is installing a

Without the Bechtelsville-Souderton line eastern PJM can import, in 197h, about 500 MW over its ownership of extra-territorial generation (ETG) at Keystone, Conemaugh,

Peach Bottom and Three Mile Island. The 197h impert requirements of eastern PJM is between 1200 and 1500 MW over ETG ownership and cannot be met with any degree of assurance without the Bechtelsville-Souderton 500 K7 line."

The Be:htelsville-Souderton circuit referred to -bove is contingent upon the construccion of tne Three Mile Island-Bechtelsville 500 KV circuit planned as part of the Thr'ee Mile Island Un,it #2 installation.
