S. f;uclear Regulatory Corr.ission (the Commission) has issued Amendment No. 39 to Facility Operating Licensa rio. DPR-50, issued to f'etropolitan Edison Company, Jersey Central Power and Light Company and Pennsylvania Electric Company (the licensees), which revised the Technical Specifications for operation of the Three tiile Island f;uclear Staticn, Unit i;o.1 (the facility) located in Dauphin County, Pennsylvania.
The amendment is effective as of its date of issuance.
This amend.ent revises the Technical Specifications to reflect plant operating limitations for the first 130 effective full power days of operation in Cycle 4.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Co. mission's rules and regulations.
The Commissicn has nade appropriate findings as required by the Act and the Conmission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this amenJmant was not required since the ameni ant das not involve a significant hazards consideraticn.

The Commission has determined that the issuance of this amendment will no' result in any significant environmental impact and.,that pursuant to 10 CFP, 551.5(d)(4) an environmental impact statement, or negative declaration and envircr ental impact appraisal need not be prepared in connection with issuance o' this amendment.
For further details with respect to this action, see (1) the application for amendment dated January 9,1978, as supolemented April 3,10,17, and 20,1973, (2) Amendment No. 39 to License No.
DPR-50, and (3) the Cornission's related Safety Evaluation.
All of these items are available for public inspection at the Commission's Public Document Room,1717 H Street, N.W., Washington, D.C. and at the Government Publications Section, State Library of Pennsylvania, Box 1601 (Education Building), Harrisburg, Pennsylvania.
