Reference your memorcadum of above subject dated January 13, 1974.
'4e have no difficulty with the position which you describe in your memorandum, however, Region I and Metropolit:zn Edisen are at an impasse with regard to perfor=ance of this task. Consequently, the purpose of the nemorandun from Brunner, and our transfer of his memorandum to the A/D for action, was to secure an expressed requirement on Metropolitan Edison on this test. We believe that Region I has " jaw boned" Metropolitan Edison to the =a.dmu:n extent possible. Consequently, if this test is necessary, and your position would indicate it is necessary, then we propose that this test be made a specific requirement of the license.
