On July 11, 1974, I went on the Safety Site Visit to Three Mile Island Nuclear Station.

I nrrived at the plant around 10:00AM with B. Fashburn, F. Congel, and C. Ferrell of Licensin;r. Around ll:00AM, I was taken into the office of the TMI Unit 1 health physicist, Ken Deale, by Ton Jenckes sino coordinated the trip for Metropolitan Edison. Also. in the office to make an inspection, was Ralph Mrer of AEC Ccopliance.

I explained to Beale that I wanted to see and co' spare Units 1 and 2 and discuss ey draf t Q-l's on chapter 12 of the FSAR of Unit 2.

He said he would take care of this after taking care of Mycr. At 3:30PM, af ter nu:ierous postponernents,

I and Myer were finally taken around Unit 1 by Mike Buring who was on loan to TMI from Metropolitan Edison's RMiation Safety Section in Reading as

'deale was still tied up in meetings.

Euring had never been in Unit 2 and was not familiar with Chapter 12 of the FSAR. Altho he gave an interesting one hour tour of Unit 1, he was not able to give me a tour of Unit 2 or answer tmst of my questions concernin;;

Chapter 12 which vna the purpose of my visit and which are duo July 19.

Upon leaving the administration building at hbout 4:45PM, I was introduced to Tom Bacr who I was told was responsible for Chapter 12 of the Unit 2 FSAR.

He said he would like to discuss Chapter 12 with me some other time.

Since I was not able to see Unit 2 and discusa Chapter 12 on this site visit, I gave the LPM, B. Washburn, a list of things to observe and questions to ask on the next safety site visit July 17 and 18.

Despite making advance arrangements, Washburn was not abic to see Unit 2 on the July 17-18 site visit or discuss sufficiently the Chapter 12 draf t question with the appropriate people during normal workin.: hours.
