We have been informed by our Region I Office that, based on results of their inspection efforts, construction of the subject fac11ity has been essentially completed in accordance with the application as amended, the provisions of the Act, and the rules and reculations of the Comission with the exceptions listed in the enclosure.
Regulatory Operations recorraends a license be issued provided:
- 1. The Directorate of Licensing resolves - items 29 and 31c of the enclosure.
- 2. The licensee resolves items identified in the enciesure as 20m, 20s, 20w, 20x, 20dd(2) and (3), 20hh, and 3Df prior to initial criticality; item 209 prior to fuel loading and item 2011 prior to any power operation.
The licensee has verbally comitted to resolve the exceptions as indicated. These comit:nents by the licensee' wit 1 be monitored closely by Pegulatory Operations.
We have reviewed implementation of the licensees' Q/A program for operations and have found that it meets the requirements of 10 CFP 50 Appendix B with the exception of the item identified as number 29 in the enclosure. As indicated above we understand that Licenstr.g is resol ving this item with the licensee.

ENCLbSURE (Item numbers refer to our memoranda of February 27 and April 1, 1974) 20m. TP 153/3 Fluid Block System Functional Verification Comment: Four valves require repair, but credit was not taken for them in the ILRT. The licensee will repair these valves prior to initial criticality.
20q. TP 120/3 Fuel Handling System Integrated Functional Test Comment:
The licensee will perform this test immediately prior to fuel loading using a dummy fuel assembly.
20s. TP 302/2B In-Core Detector Pre-Installation Electrical Test Comment: The licensee will perform this item after fuel loading and before initial criticality.
20w. TP 301/2 N. I. Detector Cabling and Response Tests Comment: The licensee will perform this item for source range channels before fuel loading and for other channels before initial criticality.
20x. TP 301/3D N. I. Determination and Setting of Detector Voltages Comment:
Same as 20w., above.
20dd. (2) Decay Heat Remcval Valve DH-V22A (3) (New Item) Nuclear Services Closed Cooling Water Valves RB-V2 and RB-V7 Comment: The licensee will perform these items prior to initial criticality.
20hh. TP 160/3 Reactor Building Purge Systen Functional Testi 420 052 Comment: The permanent instrument system for measuring flow is not operable.
A temporary system is available and operable.
The permanent system will be available before initial criticality.
-s W i 8 1974 2-2011. F1104/14E Reactor Building Industrial Cooler System Functional Verification Comment: One pump is not operable but sufficient capacity is available for fuel loading and initial criticality.
The licensee will resolve this item prior to power operation.

The control by Metropolitan Edison Company over quality affecting activities performed by GPUSC must be clearly defined in the QA Program for Operations.
Comment: This i.em is to be resolved by the Directorate of Licensing.
30f. (New Item) Documentation on Charcoal Filters to Show They Meet Purchase Specifications Comment: The licensee will resolve this item prior to initial criticality.
31b. Automatic Chlorine Monitors and Thermal Discharge Monitoring Instrumentation are not installed.
Comment: For items not installed, routine sampling and laboratory analysis has been substituted by the licensee.
31c. The items identified in our memo to F. Dreher dated March 15, 1974 relative to the licensee's preoperational environmental monitoring data must be resolved by DL.
Comment: Directorate of Licensing must resolve this item.
