Eis review and evaluation considered the duties, respcusibilities, and authority vested in persons responsibic for verification of quality by testing, inspecting, and auditing. Vie also reviewed the organizational arrangement and the adz::inistrative centrol and tecnnical direction exercised over these persons with particular attention given to freedom and independence from the pressures of costs and schedules.
Based on our evaluation, we conclude that sufficient authority and organizational freedon exists to enable QA personnel to perfom their critical functions effectively and withcut reservation for the design and construction of the aree ?'ile Island.'t:cicar Station, Unit 1.
