The Safety Evaluation Report for Three Mile Island Unit 1 ( MI-1) was published on July 11, 1973, and in it we said that IMI-l will be required to have an t. ceptable operational quality assurance (QA) program agreed upon before licensing and in effect before coc:mercial operation. The expected fuel loading (licensing) date for TMI-l is March 1974 and commercial operation is expected by the summer of 1974.
TMI-1 is to be operated by the Metropolitan Edison Company (L"TED) which is one of the General Public Utilities (GPU) members. A prototype operational QA plan for GPU nuclear plants has been subnitted and reviewed by as as the Oyster Creek QA plan for Jersey Central Power and Light Company (JCPL). The AEC Technical Review staff has recently indicated the acceptability of the revised JCPL plan and Meted has camc:itted to file a suitably adapted version of this plan for TMI-l by January 21, 1974. The TMI-l Operational QA Plan is to consist of a basic plan defining policy and program format, with the following arendices:

Quality Assurance Program Procedure Categories and Approvals C.
Preliminary List of Procedures Implementing the Quality Assurance Program D.
Quality Assurance Program Document Categories and Approvals This plan and its appendices will purportedly be equivalent to the plan we found acceptable for Oyster Creek. You are requested to review the *MI-l submittal upon receipt and indicate its acceptability or any changes needed by February 21, 1974. A December draft version of this plan is in hand for your use if ':his will facilitate your review.
