It is noted that your offices received several copies of the program.

The Sandia study of the feasibility of conducting an inspection program with quantifiable results has received the attention and interest of high levels of NRC m agement.

The trial program is an essential part of this study.

I am certain you recognfze the need to assure that the planned trial progra= is fully it:plemnted so as to provide the necessary input for completing the feasibility study.

I request your active support of this trial program.

The trial program as transmitted by the July 29 memorandum is to be implemented for the Three Ifile Island Unit One, and is to be followed in lieu of the program required by itC 2515. To facilitate complation of our objectives in isolementing the trial program, any deviations from the program should be approved by ADCO. Please keep me informed of any in:plementation problems.
