PSC has been conducting a review of the Fort St. Vrain (FSV) Inservice Inspection and Testing Program which is currently defined by the FSV Technical Specification Surveillance Requirements. At meetings with the NRC staff, prog-ress reports on this review as well as the PSC responses to previous NRC inquiries concerning certain of these requirements were discussed.

At these meetings and in the above referenced correspondence, PSC has out-lined its approach for detemining how the FSV surveillance program should be modified based upon plant design and operating experience and considering the requirements of the Proposed Section XI, Division 2 of the ASME Boiler and Pressure Vessel Code.

PSC's approach utilizes a classification scheme for plant systems and equipment based upon their safety function and applies appropriate surveillance requirements which will assure that the safety functions can be provided when necessary. Utilizing this approach, PSC has completed its review of selected systems to illustrate how the existing plant surveillance requirements would be modified for those systems.

In order to complete the review and development effort using this approach, PSC requests that the NRC review the proposals contained in the progress reports that were presented by PSC and provide NRC concurrence that the proposed methodology will provide the basis for an acceptable inservice inspection and testing program at fort St. Vrain. Copies of the progress report presentation materials are attached to this letter. NRC concurrence is requested by September 15, 1979. y gDk ' h \
