When no single failure is assu=ed or when operator action is taken when accident conditions do not exist (or other LOCA conditions exist) no adverse situation exists or is created and for=er LCCA accident analyses are bounding.-
With respect to Ites 2. above the necessary operator action can be conpleted under adverse circu= stances within 11 =inutes thus allowing 9 minutes for operator reaction.
We are in the process of preparing procedures to acco.plish these operator actions.
We are reviewing other possible long tern solutiens for this situation and vill advise you of our selected alternative.
In the interin the above men-tiened operator action is appropriate and acceptable.
