CRDER In a letter to the Board dated May 24, 1978, Intervenor Congressman Delltus states the following:

"... I assume that Mr. Halter =an's activities in this matter (i.e., Haltammt's active representation of the Congressunn in this case) are within the scope of his official duties and are not en my behalf as an individual; that they are not in conflict with 18 U.S.C.

$$203 and 205."

(Mr. Haltammt was subsequmely replaced as the Ccngess=an's representative by Ms. Nancy Sncw, Aar*istrative Aide fcr Ccngress=an Cellues).

Each of the parties is requested to address, in a written uneo-randum directed to the Licensing Beard, each of the follcwing questicus:

Does Intervenor Dellums have " standing," as that cc ept is c: ployed in N.R.C. licensing proceedings, to participate in this case by virtue of his status as a Congressman?

If so, are there legal er regulatory impediments to his representaticn by Mr. Halter =an or Ms. Sncw?
