SUMMARY

Inspection on February 26-28, 1979 (SUAF)

Areas Inspected This routine unannounced inspection involved 20 inspector-hours onsite in the areas of export license review, container identification and documentation, packaging and tamper-indicating practices, Radiation and Contamination Monitoring.

Results Of the four area., inspected, no apparent items of noncompliance were identified.

Exit Interview The inspection scope and findings vere summarized on February 28, 1979, with those persons indicated in Paragraph 1 above.

Export License Review The licensee inforced the inspector that the NRC Division of Licensing (DOL) had issued license XSNM-887 to the Westinghouse Electric Corporation for exporting fuel aasemblies (F/A) to the Swedish State Power Board, Ringals Reactor Site, Varabacha, Sweden and that this license is now being held by the Port of Portsmouth, United States Customs Office until all SNM in this project has been shipped. This license was issued for 150,091 kilograms uranium and 3,992 kilograms 0-235 and expires January 1, 1980.

The amount of SNM contained in this shipment amounts to 11,740 kilograms uranium and 258.3 kilograms U-235.

The inspector verified that the licensee possesses a valid license (XSNM-887) for exporting SNM to STATTENS VATTENFALLSVERK, FACK VALLINGBY - 1, STOCKHOLM, SWEDEN in the amount of 150,091 kilograms uranium and 3,992 kilograms U-235, whose maximum enrichment in 3.15% U-235, with DOL. The inspector verified with DOE, license XSNM-887 has Oak Ridge, Tennessee, that SNM shipments against amounted to 97,202 kilograms uranium and 2,345 kilograms U-235 to date.

The inspector determined that the licensee is properly authorized to export SNM under License XSNM-887 and to date has not exceeded quantities authorized for shipment.

Container Identification and Documentation Container identification and documentation of each fuel assembly and packaged shipping container in shipments five and six was made by physical observation and cross-checking the data to the facilities shipping documentation. No discrepancies in items contained in these shipments were noted.

Packaging and Tamper-indicating Practices The inspector reviewed approved shipping, packaging and tamper-indicating procedures (MA-410, MA-411 and 0.P. #730705) and observed these procedures being implemented.

The inspector observed that two F/A were placed inside a single shipping container (RCC-1 and/or RCC-3). Each shipping container is pressurized with nitrogen after the covers have been securely bolted in place. These shipping containers are securely anchored inside sea vans with steel chains and wooden blocks. The inspector did not observe all shipping containers being placed in sea vans, but observed a suf ficient number to determine that the licensee was packaging SNM in these shipments in accordance with approved facility procedures.

Each shipping container is tamper-safed by using two Type-E seals located on each end of each shipping container. The two sea vans used to transport these shipments have an open top (covered with canvas), but the rear doors will be sealed by the licensee, with Type-E Seals, prior to the sea vans leaving the site. The inspector determined that the licensee's tamper-indicating practices are being performed in accordance with approved facility procedures.

Radiation and Contamination Monitoring Using recently calibrated equipment, the inspector monitored each shipping container for gamma radiation emanations and external surface contamination of Alpha and Beta-Gamma particles.

The inspector monitoted each shipping container for gamma radiation emanations with an Eberline, Model R0-2, instrument. This monitoring was performed by measuring the radiation levels at surface contact and at a distance of three feet from the surface. These measurements were made at several locations on each side of each shipping container. The results of this monitoring indicated gamma radiation levels to be much less than 200 mrem /hr. at the surface and much less than 10 mrem /hr. at a distance of three feet from the surface.

...g...- The inspector monitored each shipping container for external surface contamination of Alpha and Beta-Gamma particles through the use of a wipe test.

The wipe test consisted of wiping several spots on the sides, top and bottom of each shipping container with cloth swipes and 2

counting the swipes. Areas wiped were in excess of 100 cm,

Alpha surface contamination was performed with an Eberline, Model PS-2-2, instrument with a Model AC-3 probe.

The results of this monitoring indicated Alpha surface contamination to be much less than 200 dpm/100 cm.

Beta-Gamma surface contamination was performed with an Eberline, 2

Model PS-2-2, instrument with an HP-210 probe. The results of this monitoring indicated Beta-Gamma surface contamination to be much less 2

than 2,200 dpm/100 cm,

All containers were released for further shipment.
