This refers to your letter of November 8,1978 (Brobst to MacDonald),

requesting our review Uranium Hexafluoride:

Handling procedures and Container Criteria, OR0-651, Revision 4, dated April 1977.

We do not believe Revision 4 to OR0-651 is an acceptable replacement for Revision 3 because the " General Notes" found on the drawings have been deleted in Revision 4.

These notes specified materials of construction and method of fabrication along with other safety related items. Also, Section 7.1.3.3, page 60, states deviations from the design requires DOE (ERDA) approval.

Licensees would require NRC approval.
