Dear Mr. Deweese:

This is to inform you that you passed the written examination administered to you on January 31 and February 1,1979, but did not pass the operating test administered to you on March 13, 1979, in connection with your applica-tion for a senior operator license for the Sequoyah Nuclear Plant.

A review of your examination papers and the examiner's report indicates that you exh' Sited deficiencies, at a senior operator level, in:

(1)

Understanding of and familiarity with the (a) radioactive materials handling disposal and hazards, (b) specific operating characteristics; (2) Ability to manipulate the control equipment in a safe and competent manner; and (3) Knowledge of how to operate the facility, including oper-ating under emergency conditions.

Accordingly, your application for a senior operator license is hereby denied.

We have also reviewed your examination results to determine whether they satisfy the requirements for the issuance of an operator license.

On this basis, you passed the written examination, but did not p ;s the operating test; therefore, no operator license may be issued.

You may file a new application after two months from the date of this letter in accordance with Section 55.12(a) of 10 CFR Part 55, a copy of which is enclosed.

Under the regulations, each examination and reexamination consists of both written and operating tests.

The Commission has the authority, under Section 55.12(b), to excuse part of a reexamination if sufficient justification is presented.

A request to be excused may be made at the time of reapplication.

In connection with the foregoing, your attention is invited to the provisions of Part 2, Title 10, Code of Federal Regulations, entitled,

" Rules of Practice," copy enclosed, and more particularly Sect'on 2.103(b)(2), wherein it is provided, in part, that an applicant has the right to request a hearing within twenty (20) days from the date of the denial.
