OF MEETING HELD ON MARCH 7, 1979 TO DISCUSS WISCONSIN ELECTRIC POWER COMPANY'S GEOLOGIC INVESTIGATION OF POSSIBLE FAULTING UNDER LAKE MICHIGAN A meeting was held in Bethesda, Maryland on March 7,1979 with repre-sentatives of Wisconsin Electric Power Company (WEPC0), Stone & Webster Engineering Corporation (S&W), and Geoquest International, Incorporated, to discuss WEPCO's investigation of possible faulting under Lake A list Michigan as it relates to the Haven Nuclear Plant, Unit 1.

Background

Information on possible geologic faulting under Lake Michigan was presented to the staff during a visit to the proposed site for the Haven Nuclear Plant on June 22, 1978.

Subsequent to the sf 2 visit, WEPC0 submitted Appendix 2M as part of Amendment 18 to the Haven Site Addendum.

Appendix 2M is titled " Geology and Seismicity Under Lake Michigan." Additional investigation of possi'le faulting was in progress o

and scheduled to be completed in February 1979. As a result of the staff review of Appendix 2M, a request for additional information was sent to the applicant on October 24, 1978. Of the twelve questions requiring response, four have been answered.

Responses to the remaining eight questions are pending the outcome of WEPCO's investigation.

WEPC0 has completed its geologic investigation of the lake and requested this meeting with the staff to present its preliminary findings and to discuss its proposed responses to the outstanding staff questions.

Discussion WEPC0 presented introductory remarks covering a chronological summary of geologic data previously collected on Lake Michigan that was thought to show evidence of faulting under several areas of the lake. WEPC0's most m90230oseg

. MAR 151979 recent investigation concentrated on a reinterpretation of that data and additional studies in two areas of the lake which contained possible faults. One area of the lake is situated immediately off-shore near the site (referred to as Area I) and the other is in the east central portion of the lake (referred to as Area II).

Fairfield Industries was contracted to perform high resolution, seismic reflection surveys of these areas, utilizing the latest state-of-the-art technology and digital processing equipment. Geoquest International reviewed and interpreted the data collected.

The bulk of the meeting centered around WEPCO's presentation of the maps, figures, and data that were obtained as a result of these surveys and a comparison of the results of the new surveys with the previous studies done in these areas.

It is WEPCO's conclusion, based on the preliminary data presented, that they have found no geologic evidence to support the previous interpretation of faulting in these areas of the lake.

Of the four faults originally interpreted as being present in Area II, WEPC0 stated that it appears that the three (NE trending) fauits were a misinterpretation of top-of-rock surveys.

The fourth (NS trending) fault was interpreted based on improperly processed seismic reflection data.

The postulated fault in Area I was interpreted by WEPC0 to be erosional scarps along scour channels.

A brief discussion of the seismicity of the lake was also presented.

Based on current station coverage in the midwestern U.S., an earthquake in the lake of magnitude 2.5 should be detected.

WEPC0 stated that a search of newspaper accounts of previous earthquakes in the area and a review of the records of all seismographic stations in the area have failed to uncover any evidence of an earthquake ever originating in Lake Michigan in historic times.

Conclusion WEPC0 presented preliminary interpretations of geophysical data in Lake Michigan and conclude that there is no evidence of faulting in the two areas of the lake in which their new seismic reflection surveys were conducted, in spite of previous investigations which had been interpreted as showing evidence of possible geologic faulting. WEPC0 will document the information presented at the meeting, for staff review, in its next amendment to the Haven Site Addendum, scheduled for late March 1979.

Appendix 2M will be amended to reflect a summary of their investigation,

Six new appendices, containing data obtained during its investigation, will be added to support WEPCO's conclusions.

In addition, the amendment will provide responses to the eight renaining questions from our letter of October 24, 1979.
