Dear Mr. Secretary:
I have received your letter of January 29, 1979 rega rding the implementation of Section 504 of the Rehabilitation Act of 1973 which prohibits recipients of Federal financial assistance from discriminating against qualified handicapped pe rsons.
I recognize the urgent need to implement Section 504 and a final draft of flotice of Proposed Rulemaking to implement this section of the Act has been prepared. Arrangements for final approval in this agency and publication in the Federal Register are receiving high priority.
I wish to express my appreciation for the assistance your staff has provided to us in this matter.
