Dear Mr. Denton:

Five (5) copies of the Saf eguards Contingency Plan for Zion Station are enclosed. The plan is submitted pursuant to Appendix C, 10 CFR 73.

10 CFR 73.40(b) includes a statement that the Safeguards Contingency Plan shall become ef fective 30 days af ter approval by the Commission.

It is our intention to inplement training required for implementation of the plan only to the extent that the training coincides with the requirements established by the Station Security Plan.

Any additional training or changes in training methods which may be required by Appendix B,10 CFR 73, vill be accomplished within two years af ter approval of the Training and Qualification Plan to be submitted to the Commission by August 19, 1979.

The enclosures to this letter address a subject matter exempt from dis-closure according to Section 2790 of the Nuclear Regulatory Commission " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

Consequently, this submittal should be withheld from public disclosure.
