We take this opportunity to bring to your attention that the staff currently evaluates physical security plans of nuclear power plants against the requirements of 10 CFR 73.55. Althcugh the development of an acceptable security plan will be the responsbility of an applicant (utility owner) for an operating license for an FNP, we believe that you, the designer of these plants, also have a responsibility ta factor physical protect on into the design wherever possible and to advise the purchaser (pot'ential applicant) of all available methods of factoring physical security into the siting and operation of these plants. We request that a commitmen-to this effect be included in the Plant Design Report.
