Dear Mr. Burnett:

This letter is written in reply to your letter of January 25, 1979, regarding the "special safeguards review" recently conducted at our facility.

Your comments are noted and appreciated.

We were par-ticularly pleased to learn that "no additional licensing actions were indicated as a result" of that review.

Furthermore, we were pleased that the review disclosed, once again, a system with a satisfactory level of assurance against adversary efforts.

We fully believe that that assessment (originally given to us in 1977) con-tinues to accurately describe the efficacy of our safeguards system.

In response to the oeerall findings of the various NRC investigations, we have taken prompt and effective actlons.

As you know, our policy is to immeciately respond to 3RC findings, regardless of whether we agree with the validity of the findings.

In this case, we had se-rious disagreement with some of the conclusions of the investigation, which was launched in response to certain allega'tions by a disgrun-tied employee of The Wackenhut Corporation.

Even so, we " fixed" every area with even an indication of a deficiency.

The fact tha t a subsequent NRC inspection disclosed zero continuing or new infractions substantiates our belief that the Originial NRC find-ings (which have never been transmitted to us formally) reflected a temporary aberration rather than an out-of-control system.

As sup-port, we submit that genuine, serious system defects could not have been corrected to the apparent current extent in the few weeks en-suing since the original allegation.

In fact, the findings, which were virtually restricted to the July-September timeframe, and were made by NRC in October, would in all probability have been discloJed by our internal audit system at a later date.

A new Manager, Security, with respectable credentials in military, police, and nuclear security disciplines, was named; certain employees, whose veracity was ques-tioned by NRC, have voluntarily resigned.

We believe that these actions have significantly strengthened the already-strong safeguards program at our Fuel Recovery Operation facility.
