99900502/79-01 NOTICE OF DEVIATION Based on the results of a NRC inspection conducted on January 29-February 2, 1979, it appeared that certain of your activities were not conducted in full compliance with your commitments as indicated below:
Section 17.3 of the Brown & Root, Inc. Topical Report B&R-002A states in part, "The QA Manual establishes requirements and responsibilities for controlling the design of items that affect the quality of identified safety-related structures, systems, and components."
The QA Manual requires, in Section 3.0, Design Control, that, "All design activities will be accomplished in accordance with written procedures which are reviewed, approved, and otherwise controlled by B&R Engineering."
ilis commitment is implemented in the South Texas Project (STp) Engineering Procedure, STP-DC-008-H, which requires that, "Each calculation shall show the initials or name of the author, the checker, and the individual approving the calculation; the date of approval,... Calculations shall be sufficiently detailed as to purpose, method, assumptions, design input, references, and units...."
Contrary to this commitment, calculation #N079NC175A did not include the date of approval nor did calculation #C019NC091E include references for two sets of design input fo.r a safety related structure.
