Dear Ms. Kosik:
This will confirm our telephone conversation of March 1,1979, and respond to your letter of February 21, 1079 which is addressed to the Licensina Board Chainnan. As we discussed, it would be improper for the Board to respond to an inquiry for substantive infomation outside the fomal adjudicatory record of the proceeding. Therefore it is more appropriate for me to address the last paragraoh of your letter. The acceptance criteria for the GE Mark II containment were issued Seotember 14, lq78 and are discussed in Chapter 6 of the Staff's Safety Evaluation Report.
By separate cover I have sent you a copy of the Staff's Final Fnviron-mental Statement. Safety Evaluation Reoort and 10 CFR Parts 2, 50 and 51 of the Commission's regulations which address our rules of practice, and the basic safety and environmental reculations.
If there are any specific questions you have reqardina Staff review or procedures, please do not hesitate to corrunicate with me.
