This refers to the inspection conducted by Mr. W. B. Grant of this office on January 23 and 25, 1979, of activities at Nuclear Engineering Company, Inc, Sheffield, Illinois, authorized by NRC License No. 13-10042-01 and to the discus-sion of our findings with Mr. Moore at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and interviews with personnel.
No items of noncompliance with NRC requirements were identified during the course of this inspection.
In accordance with Section 2.790 of the NRC's " Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room, except as follows.
If this report contains information that you or your contractors believe to be proprietary, you must apply in writing to this office, within twenty days of your receipt of this letter, to withhold such information from public disclosure.

2.
Coordination with Support Acencies The inspector discussed the coordination with support agencies with a licensee representative.
The licensee representative stated that although contact has been made with the Bureau County Sheriff, Mineral Fire Department, Sheffield Fire Department and Rescue Squad and the Kewaunee Public Hospital, not all responses have been totally acceptable.
This had been discussed during a previous inspection.1/ The licensee representative stated that the NECo corporate office has sent a letter to the Mineral Fire Department dated January 4, 1979, requesting verification that this department will routinely respond to requests for assistance from the Sheffield Nuclear Disposal Facility.
The licensee representative added that similar letters requesting verification of assistance will be sent to the Bureau County Sherif f, the Shef field Fire Department and Rescue Squad and the Kewaunee Public Hospital.
The licensee representative stated that training will be supplied based on responses received from the support agencies.
3.
Tests and Drills The licensee is required to conduct, as a minimum, annual drills for:
a contaminated or irradiated injured person, a fire involving radiological or toxic chemical considerations, and an emergency situation associated with transportation of hazardous materials.
The licensee representative stated that on November 16, 1978, a drill in response to a fire involving radioactive material was held.
On December 13, 1978, drills were held involving a transportation accident with hazardous materials and an accident involving a contaminated injured person.
The inspector reviewed records of critiques held following these drills. According to licensee representatives and records of the critiques, all recommendations and discrepancies noted during the drills have been corrected.

Emergency Equipment The licensee maintains an emergency kit in each NECo highway
, truck which includes supplies and a radiation detection instrument.
Radiation monitoring instruments and equipment used for normal operations onsite are available for emergency conditions onsite. The licensee maintains first-aid kits in two locations, a kit containing other emergency supplies is located in the lunch room.
The lunch room kit consists of Scott Air Pak respirators, decontamination kit, and a supply of radiation rope.
The licensee has a Stokes Stretcher in the shop and a canvas stretcher in the store room.
Currently the truck kits, and first-aid and emergency supplies are inventoried and replaced as necessary.
No items of noncompliance or deviations were identified.
5.
Implementing Procedures The inspector examined the licensee's emergency procedures which are included in the Site Operations Manual.
The licensee representative stated that the Site Operations Manual has been revised and submitted to Licensing for approval.
6.
Training Various members of the Sheffield site have received training in some of the following emergency responses:
Cardiopulmonary Resuscitation, first aid, contamination control, and emergency medical technology.
Some are members of the local community rescue and fire departments.
The licensee representative stated that training is kept current with requalification every two years.
7.
Exit Interview The inspector met with the licensee representative (denoted in Paragraph 1) at the conclusion of the inspection on January 25, 1979, and summarize the purpose and scope of this inspection and its findings.
