NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING LICENSES The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment Nos. 64 and 5 to Facility Operating License Nos. DPR-57 and NPF-5, issued to Georgia Power Company, Oglethorpe Electric Membership Corporation, Municipal Electric Authority of Georgia and City of Dalton, Georgia (the licensee), which revised the licenses for operation of the Edwin I. Hatch Nuclear Plant, Units Nos.1 and 2 (the facility), located in Appling County, Georgia. The amendments become effective on February 23, 1979.

The amendments add a condition in License No. DPR-57 and modify L'icense No. NPF-5 to include the Commission-approved physical security plan as part of the license.

i The licensee's filings comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rufes and regulations.

The Commission hns made appropriate findings as required by the Act and the Commission's rules and reg'ulations in 10 CFR Chapter I, which are set forth in the license amendments.

Prior public notice of these amendments was not required since the amendments do not involve a significant hazards consideration.

. The lic'ensee's filing dated November 18, 1977, revised May 9, 1978, and January 12, 1979~, ind the Commission's Security Plan Evaluation Report are being withheld from public disclosure pursuant to 10 CFR 2.790(d).

The withheld information is subject to disclosure in accordance with the provisions of 10 CFR 59.12.

For further details with respect to this action, see (1) Amendment Nos. 64 and 5 to License No. DPR-57 and NPF-5 and (2) the Commission's related letter to the licensee dated February 26, 1979. These items are available for public inspection at the Corrlission's Public Document Room, 1717 H Street, N. W., Washington, D. C. and at the Appling County Public Library, Parker Street, Baxley, Georgia. A copy of items (1) and (2) may be obtained upon request addressed to the U. S.
