ISSUANCE OF THE SAFETY EVALUATION REPORT FOR THE WM. H. ZIMMER NUCLEAR POWER STATION, UNIT 1 Sixteen copies of the Safety Evaluation Report (SER), prepared by the Office of Nuclear Reactor Regulation in the matter of the application filed by the Cincinnati Gas & Electric Company for an operating license for the Wm. H. Zimmer Nuclear Power Station, Unit 1, are enclosed for review by the committee.
Section 1.8 of the Safety Evaluation Report summarizes the two review areas considered outstanding at this time, regarding the Mark II containment design and the effects of the Two Loop Test Apparatus test results in our evaluation of the emergency core cooling system perfor-mance.
We will complete our review and reach our final positions in these areas prior to a decision on issuance of an operating license.
Section 1.9 of the Safety Evaluation Report summai;zes those items for which we have reached positions as a result of our review, but for which we are continuing our review of the application to permit us to confirm the implementation of our positions.
Our review of these items also will be completed to our satisfaction prior to a decision on issuance of an operating license.
However, we believe these matters are amenable to early resolution.
Section 1.10 of the Safety Evaluation Report indicates an area of dis-agreement between the staff and the applicant regarding the staff position on the dewatering level that must be maintained in the foundation backfill materials during plant operation.
