NUCLEAR PLANT FIRE PROTECTION FUNCTIONAL REiPCNSIBILITIES, ACMINISTRATIVE CCNTRCLS AND QUALIT/ ASSURANCE Attached is the latest revisien of supplementary guidance en fire pro-tection functional responsibilities, administrative controls and quality assurance.

Tnis revisien was prepared to resolve comments received frem COR, CPM and 055 Assistant Directors directly. involved in NRR plant fire protec-tien reviews, particularly specific cements frem Messrs. Skov.olt and e

Tedesec.

The major cnanges are:

1) ne inferration in the Attachments is considered to be "su;ple-mental guidance" rather : nan " acceptance criteria" per se.

2) a t.'ble is presented whien correlates each subject for whien supple-mental guidance is provided with the respective section(s) of Acpendix A :: STP g.5-1 and Regulatory Guide 1.120.

3) the succimental guidance en quality assurance allcws utilities tne option o, (1) cencucting their fire protection CA ::regram as part of tneir QA program uncer 10 CFR Part 50 A;cendix 3 cr (2) estab-lishing a separate fire protection QA pregram for which a separate QA program description shculd be submitted fcr NRC review.

Because of optien (2) above, the supplementary QA guidance has been retained in the attachment :: provide a ccreen understanding be ween utilities, NRC reviewers and NRC Inspectors as to what represents acequate QA program implementation measures.

e The NRR Fire Protection Review Group reviewed and concurred in the attached revised supplementary guicance on June 13, 1977.

The Review Group recemends that the revised supplementary guidance:

1) be distributed to all NRR fire protecticn reviewers to assist them in tneir reviews.
2) be given to utilities to assist them in establishing adequate fire protection program respcnsibilities, administrative centrols and quality assurance.
3) be distributed :c ISE to assist NRC Inspec:ces in site fire pro-tection inspections.
