Dear Dr. Groven:
Thank you for your letter of January 25 on the subject of our relations under the Arrangement which Ambassador Van Cauwenberg and I signed on June 6, 1978.
I would like to assure you of the importance which the fluclear Regulatory Commission assigns to the strong cooperation in nuclear safety matters that we have conducted for several years directly with the Belgian Government, and with the organizations you have desig-nated for this exchange.
I know that you personally participated in the very productive visits of the teams of Messrs. Dopchie, Govaerts, Dozinel, Roch, and Dresse of these organizations. As you know, the NRC staff has been most enthusiastic about the operating experience and analytical results presented by the Belgian visitors in these meetings, which have been of significant benefit to our comon safety efforts.
Following signature of the Arrangement last June, a Belgian addressee was added to our list of country administrators who receive NRC docu-ments specially selected as being of interest to our arrangement countries.
At your suggestion, Miss Herpels was named on an interim basis from June to August. Then, you nominated Dr. Andre Siebertz, head of reactor safety studies at Mol, to replace Miss Herpels on August 16; he has been the addressee since that date. On receipt of your January 25 letter, we changed the name to F. Motte, also at the Mol reactor, as you had requested.
I hope the delay in accommodating this latest changeover, which was due to a clerical oversight, did not cause any inconvenience.
NRC has received important technical reports during these meetings and on several occasions through our Embassy in Brussels or directly from Belgium. During the period since the signature of'the Arrangement, our cooperation has increased in activity.
We have transmitted to the designated Belgian administrators about 350 separate publications, ranging from individual news releases to multivolume "NUREG" reports, in eleven different mailings.
In parallel with these mail distributions, URC has continued the practice of immediate telegraphic notifications, 790314 0 66 7

through the U.S. Embassy in Brussels, of flRC decisions and U.S. reactor experience that deserve early attention of Belgian authorities.
Five such technical notifications have been sent since last May to the desig-nated Belgian recipient, Miss Herpels.
In each case, an information copy was mailed to you, in Washington, at the same time as the telegram.
Please advise us if any of these packages and notifications have not been received.
I understand from Dr. Lafleur that you are interested in a visit by Mr. Motte to the United States to meet with the NRC International Programs staff and with tiRC safety experts, and to visit certain U.S. nuclear safety research projects.
Dr. Lafleur will be calling you shortly to discuss this visit.
I hope that you will be able to accompany Mr. Motte when he visits NRC.
As you requested, I am enclosing for your transmittal to the Belgian Atomic Forum a preliminary evaluation and summary of the results of the first LOFT nuclear loss-of-coolant experiment.
Dr. Lafleur will send final reports as soon as they are available.
Please let Dr. Lafleur or me know about any further questions or sugges-tions you have on improving the valuable exchange which we are developing.
