NRC Inspection This refers to the inspection conducted by Mr. J. B. Baird of this office at your Honolulu facility on December 12 and 14,1978, and to the discussions of our findings by Mr. Baird with Mr. Owen A. fleilson of your staff in Honolulu. We also understand this inspection was discussed by the NRC Region I office with members of your staff in Pittsburgh.

The inspection was limited to a review of the status of byproduct materials formerly possessed by Trans-Pacific Laboratories and now possessed by PTL in Honolulu subsequent to the purchase of Trans-Pacific's equipment and facility in March 1978.

During this inspection, it was found that certain byproduct materials were still in PTL possession in ~ apparent noncompliance with NRC require-ments. A description of the byproduct materials possessed and reference to the pertinent requirement is contained in the enclosed " Notice of Violation." This item has been categorized into a level as described in our correspondence to all NRC licensees dated December 31, 1974.

This notice is sent to yon pursuant to the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations. Section 2.201 requires you to submit to this office, within twenty (20) days of your receipt of this notice, a written statement or explanation in reply including (1) corrective steps which have been taken by you and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.

  • P;ttsburgh Testing Laboratory JAN 5 PM In view of your apparent plans to terminate radiographic operations at your Honolulu facility and transfer certain equipment to Finlay Testing Laboratories, we are concerned about the inmediate disposition of the unlicensed material in your possession. Therefore, in your reply you should also specifically describe those actions taken o. planned to assure that possession of this material will not be transferred to an unauthorized recipient upon termination of your operation in Honolulu.

Should you have any questions concerning this inspection, we will be glad to discuss them with you.
