Gentlemen:
In response to your request for a DPC examination of your SEP redraft evaluation (Reference 1) regarding plant operation with less than all loops in operation, we are attaching a list of suggested changes.
If there are any questions, please contact us.
Very truly yours, DAIRYLAND POWER COOPERATIVE w$L-

SUGGESTED CIIA!;GES TO SEP TOPIC IV-1A Page 2, Paragraph 4, Sentence 1:
The reference to "zero speed" should be changed to ' set minimum speed".
Page 2, Paragraph 4, Sentence 3:
0 The reference to " greater than 10 F" should read " greater than 0
25 F by Technical Specification (actual operational setpoint o
lo p),a Page 2, Paragraph 4, Sentence 5:
The statement " suction valve is locked" should read " suction valve is key locked".
Page 2, Paragraph 4, Sentence 7:
The statement "since the idle loop is naintained in thermal equilibrium by interlock" should read "since thc temperature differential interlock requires the idle loop to be brought to near thernal equilibrium".
Page 3, Paragraph 1, Sentence 1:
The statement "that is, water level" should read "that is, two phase water level".
Page 3, Paragraph 1, Sentence 2:
The statement "the level program is based on stean voids present" should read "the level program is not affected by steam voids present".
Page 4, Paragraph 1, sentences 2 and 3:
The staff took into account the cdditional conservatism of also Josing normal feed water makeup, therefore where the reference reads:
"without benefit of pump coastdown.
In the event of dis-rupted flow at LACBWR", to reflect the situation most likely to occur as well as the more conservativa case, it should be changed to read:
"without benefit of pump coastdown.
The shutdown of the operating loop's pump will automatically open both loop dis-charge valves.
With the main condenser functioning as the normal reactor heat removal path, level control will be provided by the reactor feed pump.
The feedwater pumps will supply makeup water and the flow path for steam to the main condenser will continue.
A reactor scram will o" cur due to a low flow trip if the sei zure of rotor in the operating loop punp were to occur.
If the normal source of reactor makeup water (the feed pumps) also were simel-taneously lost,..."
