Dear Mr. Thomas:

In your letter to me of December 28, 1978, you stated your belief that a proposed transnission right-of-way for fiEP 1 & 2 is planned to pass directly through the flarragansett Tribal Reservation.

I did not receive, with your letter, the 1975 transmission route map to which you referred.

Enclosed is a map showing the proposed rights-of-way for NEP 1 & 2.

The proposed transmission corridors are one mile wide, and the exact place-ment of the cleared right-of-way within these corridors will be determined at a later date. The applicant's preliminary transmission-line alignment is to be reviewed by local officials.

The applicant has stated in his Environmental Report for fiEP 1 & 2 that if local officials have sound reasons for relocation that do not violate Federal guidelines, the applicant will alter the alignment. The applicant plans to have the final alignment accomplished some time in 1979.

The flRC has the obligation, under the flational Environmental Policy Act.

to consider environmental impacts of the proposed nuclear power station.

Urider this Act, the fiRC has the authority to influence the routing of the transmission rights-of-way to reduce environmental impact, provided the overall costs of changing the routing do not outweigh the benefits.

I would appreciate it if you could send me a map showing the location of the flarragansett Tribal Reservation, including the portion protected by historical landmark legislation.
