SUBJECT:
SUMMARY
OF NOVEMBER 28-30 MEETING AND SITE TOUR ON PLANT SECURITY The NRC staff and staff consultants from Los Alamos Scientific taboratory met with representatives of Consumers Power Company (CPCO) and Bechtel Asscciates in Midland, Michigan to discuss plant security and observe plant features associated with the security plan.
Meeting attendees are listed in Enclosure 1.
The agenda for the meeting consisted of Enclosure ' to tne staff's letter of August 11, ~1978 to Consumer Power Company. thereto lists staff quest a
and comments on revision 2 of the Midland Plant Units 1 6 2 Security Plan.
Most of the staff's questions were answered during the meeting and CPCO made several commitmen 3 during the meeting to revise the security plan in a manner that was indicated by the staff to be acceptable.
The next revision will be submitted for staff review in March, 1979.
CPC0 will also submit a contingency plan in March, 1979 pursuant to Appendix C of 10 CFR Part 73.
The discussions of this meeting and Enclosure 1 of the staff's letter of August 11, 1978 are related to details of physical security.
Accordingly, the matters are being withheld from public disclosure pursuant to 10 CFR 2.790(d).
