BOARD NOTIFICATION NO.84-142 CIVIL STRUCTURAL DESIGN CALCULATIONS In accordance with the present NRC procedures for Board Notifications, we are providing a July 31, 1984 memorandum from R. W. Starostecki to D. G. Eisenhut.

The memorandum discusses an alleged inadequate design of the reactor enclosure vent stack.

It appears that this stack may have no or limited safety significance. The staff is investigating and will inform the Board when the investigation is completed.

PROPOSED BJARD NOTIFICATION FOR LIMERICK UNIT 1 (DN 50-352)

Region I has identified further information relative to the proposed Board Notification discussed in my letter to you dated July 19, 1984 describing concerns regarding civil-structural design calculations for Limerick.

On July 18, 1984 representatives of Region I, IE and NRR interviewed a confidential alleger regarding his concerns relative to the response of the reactor enclosure vent stacks to blast loads following a railroad accident.

The alleger has stated that one of the calculations he reviewed, as a member of the Limerick architect-engineer's staff, related to the precast concrete panels and steel structure of the south stack.

The calculations reviewed by the alleger included consideration of blast loads. The alleger stated that his own calculations showed that the steel structure would not withstand the blast loads. The alleger was subsequently informed by his management that the south stack did not need to withstand a blast load. Region I intends to conduct further investigation of this allegation. In order that the investigation can continue unencumbered, we request that the substance of the allegation not be publicized.

I would like,o stress that nothing Region I has reviewed to date meets the Board Notification standard of relevant, new information on an issue in contro-versy. However, because of our understanding of the procedural posture of this case, the Board presently writing its decision on a contention having some nexus to the allegation, we recommend that the Atomic Safety mi 1irensing Board be advised that an ailegation which appears to have a nexus to the contention on pipeline hWds'has~ tie ~en receTved and that the allegation is y ir active investigation. B9ARD NOTIFICATION - PROPOSED FSAR AMENDMENT ON PROTECTIVE C0ATINGS (BOARD NOTIFICATION NO.84-139)

This Notification is provided in accordance w~ith NRC procedures regarding -

Board Notifications.

By a letEr (Accession No. 8406060092) dated June 4, 1984, the Texas Utilities Generating Company submitted a proposed FSAR Amendment for the Comanche Peak Steam Electric Station, Units 1 and 2, (CPSES) whi + would delete Item "4.4 Protective Coatings" from the list of safety-reb ted structures, systems and components given in FSAR Table 17A-1.

Should such an amendment be found acceptable by the NRC Staff, the criteria for determining the acceptability of protective coatings need net be accomplished under the review of 10 CFR 50, Appendix B or Regulatory Guide ~ 1.54.

In sumary, the Applicant is preparing to shange the safety classification of paint from safety-related to nonsafety-related. The Applicant proposed the amendment on the basis of three supporting studies which the letter states, "--substantiate that the containment coatings are not significant to safety for CPSES."

On June 7, 1984, the NRC Staff met with the Appl..ont to discuss the information provided in the above letter. A transcript was made of that meeting, and copies were previously provided to the parties by Counsel for the NRC Staff.

Copies of the June 7,1984 meeting transcript are hereby enclosed for the infomation of the Board.
