Dear Sir:
This report describes a potentially reportable condition under 10CFR21, which was found during UE&C's design review program of struc-tures supporting safety related equipment and components. The details of this program are described in a letter to the U.S.N.R.C., dated August 8, 1980.
The structural steel framing for platforms within the contain-ment was originally designed and released for construction without consideration of the secondary effects of temperature due to a LOCA.
Applicable details as required by 10CFR21, Paragraph 21.21(b)(3) are contained in the attached report and have been reported to Washington Public Power Supply System.

NATURE OF THE DEFECT OR FAILURE TO COMPLY AND THE SAFETY HAZARD WHICH IS CREATED OR COULD BE CREATED BY SUCH DEFECT OR FAILURE TO COMPLY.
The original design of the platforms failed to consider the effects of accident temperature This is a potential defect which could cause local overstressa y; of structural members and/or their con-ne c.tions. This overstress could affect the performance of the supports of safety related systems.
THE DATE ON WHICH THE INFORMATION OF SUCH DEFECT OR FAILURE TO COMPLY WAS OBTAINED.
December 23, 1981 IN THE CASE OF A BASIC COMPONENT WHICH CONTAINS A DEFECT OR FAILS TO COMPLY, THE NUMBER AND LOCATION OF ALL SUCH COMPONENTS IN USE AT, SUPPLIED FOR, OR BEING SUPPLIED FOR ONE OR MORE FACILITIES OR ACTIVITIES SUBJECT TO THE REGULATIONS IN THIS PART.
The potential deficiency applies to all structural steel platforms within the containments of Units WNP-1 and WNP-4.
THE CORRECTIVE ACTION WHICH HAS BEEN, IS BEING, OR WILL BE TAKEN: THE NAME OF THE INDIVIDUAL OR ORGANIZATION RESPONSIBLE FOR THE ACTION:
AND THE LENGTH OF TIMI HAS BEEN OR WILL BE TAKEN TO COMPLETE THE ACTION, The action to be taken will be:
1.
Generate the resulting temperatures experienced by the steel framing due to accident te=peratures.
2.
Reanalyze the structural framing for the proper load conditions.
3.
Determine and report if a defect exists by January 29, 1982.
The Power Division of United Engineers & Constructors Inc. is responsible for the action.
