TRANSMITTAL OF DRAFT NON-LIGHT-WATER REACTOR REVIEW STRATEGY - STAFF WHITE PAPER The Division of Advanced Reactors (DAR) staff has completed a draft of the Non-Light-Water Reactor Review Strategy - Staff White Paper (enclosed). This document represents a collaboration among members of the DAR licensing, policy, and technical branches to produce a document that describes an approach NRC staff may use to review the license basis information of a non-light water reactor (non-LWR). This document has been prepared by NRC staff to support the reviews of applications for non-LWR designs submitted prior to the development of the technology-inclusive, risk-informed, and performance-based regulatory framework in 2027, as required by Nuclear Energy Innovation and Modernization Act. This draft staff white paper is provided for public release to support discussions at upcoming non-LWR periodic stakeholder meetings.
The draft staff white paper incorporates feedback provided by Advanced Reactor Licensing Branch and Advanced Reactor Policy Branch chiefs and the Office of General Counsel. The NRC staff anticipates that the draft white paper will be finalized by November 2019 to aid in the reviews of non-LWR applications, which may be submitted as soon as December 2019.
Upon finalization and approval, the NRC staff recommends that the Non-Light-Water Reactor Review Strategy - Staff White Paper be shared publicly and transmitted for internal awareness via memo from the Director, Division of Advanced Reactors and Non-Power Production and Utilization Facilities to the Office of Nuclear Reactor Regulation Executive Team.
