h Appendix A NOTICE OF VIOLATION The University of Iowa License No. 14-02938-07 Based on the inspection conducted on February 26 through 29, 1980, it appears that certain of your activities were in noncompliance with NRC requirements, as noted below.
Item I is an infraction, and item 2 is a deficiency.

Paragraph 10 CFR 20.105(b), Title 10 of the Code of Federal Regulations, Part 20, states, in part, no licensee shall possess, use or transfer licensed material in such a manner as to create in any unrestrjeted area, radiation levels which, if an individual were continuously present in the area, could result in his re-ceiving a dose (exposure to the whole body) in excess of two millirems in any one hcar.
Contrary to this requirement, ou February 27, 1980, radiation levele in an unrestricted area measured about 10 millirems at six to 12 inches from 55 gallon drums containing compacted radic-active waste. The unrestricted area was located in a garage /
maintenance shop at the Oakdale Campus Site, surrounding a trash compactor used for radioactive waste.

License Condition No. 24.B. of NRC Byproduct Material License No. 14-02938-07, states, in part, the licensee shall possess and use licensed material in accordance with statements, representations, and procedures contained in Radiation Protection Manual.
Paragraphs 3.6.1.2 and 10.10 of this manual specify inventories of licensed material will be performed twice each year during May and November.
Contrary to thiu requirement, as of the dates of this inspection, the inventory for November, 1979, of licensed material was incomplete.
