Re: Indian Point 43, Docket #50-286 My engineering experience of 43 years has included all sorts of systems under pressure with many designs of piping, venting, etc.
My specialty is in HVAC. I have designed high altitude pressure chambers and a great variety of process systems for paramount indus-trial companies such as IBM, Grumman, Union Carbide; and was employed until its demise at the Comubia Uni-versity Nevis Cyclotron.
I am currently a consulting enginner with the firm of Segner and Dalton in Valhalla, New York.
I have read the above numbered paper of date February 1, 1980 from Mr. George Berry, President of PASNY.
In addition to my employment summarized above, I have participated in many Public Service Commission cases on electric and water rates, generic case concerning nuclear vs. fossil fuel, PSC Law Section 149b of Article VIII (NYState Power Pool projections each year from 1974 and now the NYState Energy Office) I am, therefore, not a panic maker, but rather bring to my evaluation a better than average background.
I find the letter from PASNY two pages of self praise in describing itself as super safe in design and opera-ting procedures.
Whereas Attachment A does not sustain the same impression.
Example - pages 7 and 8, items to be completed within 120 days:

Verify that the sump for ESF recirculation is free of debris and determine if flow test veri-fication was initially performed. If not, explore Weans to verify.
(Can it be that PASNY does not know the con-dition of the sump or that the flow test was or not performed 2 Moreover, it reads as if they did not know how to test at this time.)

Docket #50-286 WBCA page 2 lb. Strengthen administrative check and verification procedures for assuring that the two single failure points (manual) valves in AFWS supply line are in the correct position.
(The incorrect position of similar valves at TMI caused the failure.
Will we now depend on a system involving possible human (manual) failure?)
If. Verify that the gas turbine station has black start capability.
( In other words, it is not known if the emergency supply of power can start in a blackout?)
li. Strengthen administrative controls on the manual Valve (s) whose misalignment can fail all ECCS.
(Emergency Core Cooling System)
(With this problem there is no way that the safety of the plant can be assured. If some-one forgets - where would the plant be?
A defective or stuck limit switch,.or a piece of tape can eliminate any safety interlocks.)
There are many more examples but the above serve to illustrate the inherent danger of the plant.
The West Branch Conservation Association usually concerns itself with land-use and preservation of the environment in the northwest section of the Town of Clarkstown in Rockland County. It is within the ten mile EPZ.
The Board of Directors considered whether or not to join the neighbors who are concerned about the safety of the 2 operating plants at Indian Point. The Board decided that the threat to the health and welfare, and the financial burden, came within its charter.
Therefore, we cannot see the trade-off of permitting continued licensing of the two nuclear plants for the reasons of population density and utter f ailure of any evacuation plan, no matter how slowly paced.
We submitted an earlier paper on the economics of-substituting other Coned sources of power generation, dated February 19 for the deadline described in the workshop material of 10 CFR 50.
