WNP-2 Sacrificial Shield Constmction I.r Orfddune 6,1979, the NRC received eight allegations regarding faulty construction ofythe WSP-2 sacrificial shield wall. The composite steel / concrete wall surrounds tM reactor vessel, providing missile protection for the vessel, acting as a rayiological barrier, and functions as an ancMr point for the steel platfom su^ porting the main steam and feedwater lines.

Three of the allegations were stbstantiated during the NRC investigation; however, the three probic::s were pr@riously known by the licensee and were in the process of being resolved. The life::see's corrective action plans were examined in June. July and August 1979 dufing the NRC investigatior.. These corrective action plans included further detciled reviews and reinspections by the licensee and his contractors. On 00kaber 4,1979, the licensee reported to Region V additional deficiencies found inhhe wall (see Daily Report of 10/5/79).

The identified deficiencies in the (1, known at this date, are:

Origeber ll,1979, a news reporter telephoned Region V stating he was writing a stcry on this subject and also indicated the.t an individual had telephoned him id(ntifying still more deficiencies with the sacrificial shield.

The individual wat then contacted by Region V and identified hic:sclf as a fomer foreman involved inathe erection of the sacrificial shield wall in 1976.

He explained that weld fii; up tolerances were not achieved for some of the work he was responsible for and also that the shop fabricated secnents appeared (visually) to be improperly hef,t stressed. He did not have specific knowledge of improper heat stressing.

He$further stated that he had advised his supervisors and cognizant quality co, trol regresentatives of these pmblems and was told that the conditions were none of his busmess and to proceed with his work.
