Collins, Chief, Operator Licensing Branch, L COOLDOWN FROM OUTSIDE THE COFIROL ROOM AT THREE MILE ISIAND In the performance of oral licensing examinations at THI, the OLB==iners noted substantial deficiencies in the equipment and. emergency procedure related to the title operation. The deficiency was noted from comparison THI with Oconee and the 1969 report by Ralph A. Birkel and Paul F. Collina, entitled,

" Application of Criterion No. 11 to Connecticut Tankee Nuclear Power Plant." The deficiencies noted were:

Equipment 1.

The cooldown from outsido the Control Room Panel consisted of nine T9) digital meters located in an elsetrical equipment room two levels below the centrol room. The Oconee Emergency shutdown panels are in the turbine bay and contain actual control of critical parameters.

2 There was no communication equipment installed yet, although we were told it was planned.

From this location, little vital equipment could be operated. A better location might have been by the make up pumps or some other vital equipment.

Emergency Procedure No. 1202-37 1.

Under Immediate Action B.2, there are eight (8) actinns required before the operator leaves the control room. Demonstration during the exam indicates that this womid take from 1 to 3 mine.tes if the operator remembers all of the actions, s.nd between 5-10 minutes if he follows the procedure.

One of the required actions is to cross-tie the nuclear and turbioc pisnt sound powered phoca channels. This tie point is located back behind the control panel in a normally closed cabinet. They should have separate communication systeta or other method of tying systems together.

EP 1202-37 does not cover what steps are required if sone of the eight actions are not cet::pleted before the operator is forced out of the control room. Oconee EOP covers a method of performing these critical operations from outside of the control room.

There is some question whether the four (4) men specified would be able to perform the required actions in the assigned areas. There are no provisieur for calling in extra help for extended operation at hot conditions or going to cold shutdown if required.
