Dear Mr. Mensar:

Metro';olitan Edison Company is the holder of Provisional Construction Paruit No. CPPR-40 issued by the Atomic Energy 8"-isuien on May 18, 1968 for Unit No.1, and Metropolitan Mison Company together with Jersey Central Power & Light Company are the holders of Provisional Construction Permit No. CPPR-66 issued on November 4,1969. The construction permits authorize the licensees to construct two pressurised vetar nuclear reactors designated as the Three Mile Island Nuclear Cenerating Station Units 1 and 2 on the licanteess' site on Three Mile Island in Dauphin County, Pennsylvania.

Each rasetor is designed to operate initi lly at 2452 megawatta (thermal).

In accordance with section E.3 of the Commission's regulat*.ons implementing the National Environmental Policy Act of 1969 (NEPA), Appendix D of 10 C71 Part 50, the licensees have furnished to the, commission a written statement of reasons, with supporting factual saluaission, why the construction permits

.should not be suspended, in whole or in part, pending completion of the NEPA environmental review. This statement of reasons was furnished to the

' Appendix D, that construction activities involving the offsite portions

'of the tranimaission lines for ths Three Mile Island Nuclear Generating -

Station Unit No. 2 should be suspended pending coupletion of those portions of the EEPA environmental review. With respect to the construction of the onsite portions of the Three Mile Island Neelear Generating Station Units 1 sad 2, we have balanced the environmental factors and concluded that these activities need not be suspealed.
