,Fower & Light company are the holders of Provisional Construction Fermit No. CFPR-66 issued on Nownber 4,1969. The construction pruits authorize the licensees to construct two pressurized water amelaar reactors designated es the Thras Mile Isla mi Emelser Generating Station Units 1 and 2 on the licensess' site en Three Mile Island in Dauphin County, Pennsylvania.
Each reactor is designed to operata initially at 2452 megawatts (thamal).
In accordance with section E.3 of the en==f==ian's regulations implementing the National Environmental Policy Act of 1969 (NEPA). Appendix D of 10 CFR Fart 50, the licensees have furnished to the Cosmtission a written statement of r=-=,

The Director of Regulation-has considered the licensess' submissions in
',, light of the criteria set.out in'oection E.2 of Appendix D, and has deter-

uined, after considering and balancing critaria in section E.2 of Appendix D, that construction activities irrrolving the offsite portions of the tr====4ssion lines for the Three M12e Isisod Nacisar Generating Station Unit No. 2 should be suspended penlig completion of those portions of the NEFA envirnermental review. With respect to the construction of the omsita portions of the Three Mile Island Nuclear Generating Station Units 1 and 2, we have balanced the environmental factors and concluded that these activities need not be suspended.
