He believe our existing inspection program is sufficient to identify problems - and to have problema corrected - in a tinely manner.

An investigation has been conpleted of the allegations made by the two forner ea' cuacn who were employed at the Metropolitan Edison Conpany's T; tree Mile Island cite. A copy of the invectiLa-tion report is enclosed.

In the three instances in which infractions in the complete inplementation of the program were noted, the infractions had been identified and corrected by the licensee independently of the infory.ation provided L..,.:

control had been identified and corrective action verified as a resolt of URC inspections.

The security issues at Millstone have been verified, by direct observation by NRC incpectors, as having been corrected. Of furthur interest is the fact that our inspectors were present at the Millstone site on April 11, wheu a bonb threat and a fire of a cuspicious origin occurred. Our inspectora verified that the procedures required by NRC vere efficiently and ef f ect vely followed by tha utility.

Ik. Ralph Nader r.ue to the recent upgrading of physical security requirements for nuclear power plants, we have devottd special attention to the inspection cf physical security during the last year.

Since 1'. arch 1974, N2C inspectors have devoted more than 205 man-days at forty-one plant sites in inspecting physical security. physical security reviews and inspections are conducted prior to the issuance of operating licenses.

Unnanounced reinspections at operating plants are part of our routine inspection program.

Although our findings do not support the bases for your specific concerns, we share your basic belief that physical protection programa f or nuclear pcwer reactors must be carefully foruulated, evaluated, implemented and 1[psected. We consider adequate phycical security to be a matter of continuing high priority.
