In response to your letter of July 24, 1979 requesting that we reference the specific Arkansas Power and Light Company (AP&L) 0 2ality Assurance (QA) program document we intend to use to meet the requirements of 10 CFR 71.51, the following is provided.
The Operations QA program for Arkansas Nuclear One-Units 1 and 2 is as described in the AP&L Topical QA Report (APL-TOP-1A). The current ap-proved revision (Revision 4) was submitted for review August 1, 1977 and was subsequently approved and dated September 8, 1977.
Revision 5 (submitted June 11, 1979) is currently being reviewed by the NRC-QJ branch and is expected to receive approval in the near future. The applicable portions of the latest approved revision of APL-TOP-1A will be applied to the subject activities. Attachment A gives additional details regarding the applicable portions of 10 CFR 71, Appendix E.

t ATTACHMENT A 10 CFR 71 Appendix E The following section of the most currently approved revision of AP&L TOP-1A will be applied as stated below (Note specific paragraphs are to rev. 4 para-graph numbers which could change during subsequent revisions).
Section 1 - Applicable Section 2 - Applicable Section 3 - Not applicable. AP&L will use only licensed packaging which has been designed under a QA program which has been sub=itted to the NRC for approval.
Section 4 - Applicable Section 5 - Applicable Section 6 - ApplAesble Section 7 - Applicable Section 8 - Generally applicable, except for paragraph 8.3.1.
Due to size, uniqueness, low volume, and the method of supplier identifica-tion of each package, AP&L tagging of each package is not nec-essary.
Section 9 - Not applicable; we do not consider this subject as a "Special Proc'ess" in the context of 10 CFR 71, Appendix E Criterion 9 which is a re-statement of Il CFR 50, Appendix B Criterion 9.
Section 10 - Applicable Section 11 - Not applicable; AP&L will not be testing the package in the context of 10 CFR 71, Appendix E Criterion 11 which is a re-statement of 10 CFR 50, Appendix 3 Criterion 11.
Section 12 - Applicable Section 13 - Generally applicable except for paragraph 13.4.
AP&L does not
" store" package, therefore the storage sectica does not apply.
Section 14 - Not applicable; see Section 11 coc=ents above.
Section 15 - Generally applicable except for the reference to procedure 1004.13 in paragraph 15.2.3.
