ZIRCALOY-4 TUBE SHELLS TO THE FRG We have reviewed your memo of July 26, 1979 requesting our technical views of whether or not the export of Zircaloy-4 tube shells requires an NRC export license.

Both attachments to your letter indicate that the tubes will be used in the manufacture of fuel assemblies for Light Water Reactors. The tubes to be exported are described as being in " rough" form. They will be finally extruded into the finished dimensions for fuel after delivery to the FRG.

Appendix A to 10 CFR Part 110 in Section (a)(6) indicates that Zirconium tubes require an NRC export license.

In accordance with this requirement of the regulations, we have no alternative but to find that an NRC license is required for the export of these components.
