Dear Mr. Denton:
Baltimore Gas and Electric Company hereby requests an Amendment to Operating License DPR-6') for Calvert Cliffs Unit 2. Unit 2 is presently operating in its second cycle. The purpose of this letter is to request modifications to the present Technical Specifications to include measurement-calculational uncertainties of 6.0 percent and 7.0 percent on Fr and Fq, respectively. These same uncertainties were recently approved for Calvert Cliffs Unit 1 in Reference (a).

'Ihe Calvert Cliffs Unit Number 2 Technical Specifications presently contain the following measurement-calculational uncertainties:

The current Calvert Cliffs Unit 1 Technical Specification measurement-calculational uncertainties are:

Denton Page 2 August 27, 1979 Safety Review The proposed changes have been reviewed by our Plant Operations and Safety Review Committee and Off-Site Safety and Review Committee and they have cGncluded that granting of the proposed changes vill not result in an undue risk to the health and safety of the public.
Schedule As explained in Reference (b), we are presently working toward a Unit 2, Cycle 3 reload core design which can result in the conclusion that there is no unreviewed safety question as defined by 10 CFR 50.59 That reload design vill be based on measurement-calculational uncertainties of 6.o percent and 7.0 percent on Fr and Fq, respectively. Therefore, your consideration and approval of this application is requested prior to startup of Cycle 3, which is presently scheduled for November 21, 1979 Fee Determination We have determined, pursuant to 10 CFR Part 170, Paragraph 170.22, that this amendment requent consists of a single Class III Amendment, and, accordingly, we are enclosing a check in the amount of $h,000.00 to cover the specified fee. This determination is made based on the fact that the exact issue was previously reviewed by NRC on the Calvert Cliffs Unit No. 1 docket as part of the review for Amendment No. 39 vhich approved operation in Cycle k. The NRC Safety Evaluation attached to that amendment specif-iaally addressed Uncertainty in Nuclear Power Peaking Factors in paragraph 3.2.
