7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-338 VIRGINIA ELECTRIC AND P01ER C0FPANY NOTICE OF ISSUANCE OF AFENDFENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment No.13 to Facility Operating License No. NPF-4, issued to Virginia Electric and Power Company, which extends, on a one time basis, the sur-veillance frequency response time testing of systems, safety injection and containment depressurization actuation testing as specified in the Technical Specification to Appendix A of the North Anna Powr Station, Unit No.1 (the facility). The amendment also deletes two conditions (2.D.(3)d and 2.D(3 )e) contained in Facility Operating License NPF-4. The Office of Inspection and Enforcement verified that these conditions had been implemented.
The amendment is effective as of the date of issuance.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's reg ul ations.
The Comission has made appropriate findings as required by the Act and the Comission's regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
The Comission has determined that the amendment dces not authorize a change in. effluent types or total amounts nor an increase in powr level and will not result in any significant environmental impact Having made this determination, it has further been concluded that the amendment involves an action which is 2008 081

7590-01 insignificant from the standpoint of environmental impact and, pursuant to 10 CFR Section Sl.5(d)(4), that an environmental impact statement or negative declaration and envirormental impact appraisal need not be prepared in connection with the issuance of this amendment.
