The study shall be limited both in time and scope and shall be specifically directed to providing information to serve as the basis for an authoritative discussion of socioeconomic and psychological stress -

impacts in the Environmental Survey report.

Because the time available is limited, the contractor shall perform only a basic, but thorough, investigation that relics predominantly on secondary sources of informa tion.

Within this constraint, however, the contractor shall explore both U.S. and foreign experience to provide useful insight into the problem, and snall consider the broad international implications of the subject.

The contractor shall follow a procedure intended to accomplish the work in an expeditious manner.

The contractor shall pursue the studies of all topics simultaneously rather than sequentially, according to the following procedure:

A.

The contractor shall perform a review of the literature on socioeconomic impacts of uranium fuel cycle facilities, concentrating predominantly on professional sources but also incorporating pertinent information from popular journals and the press.

The concept of

" psychological stress" will also be studied in relation to nuclear fuel cycle facilities.

Where feasible, the contractor shall seek information on the perceptions of people who reside near existing fuel cycle facilities, using literature sources a$ thUaltacts 20 discusseo in B below.

B.

The contractor shall make a limited number of contacts with knowledgeable persons in the field, both proponents and opponents, in public agencies ano the private sector, to determine their perceptions on the subject.

A review of foreign experience shall be made, relying on firms and C.

contacts overseas as well as infortration available in the U.S.

Examples of applicable foreign experience to be evaluated include the Justice Parker Report on the enlar$ement of facilities at Windscale in the U.K. and the Fox Report on uranium mining in Australia.

Further overseas-experience will be obtained through NUS affiliates, JANUS in Japan and NIS in Germany. -The applicability of foreign concerns to those in the U.S. will be explored and any differences in perception that are unique to the country studied will be documented. The interr.ational aspects of uranium fuel cycle activities shall be considered.

D.

A socioeconomics chapter for the report, " Environmental Survey of the Ur2nium Fuel Cycle," shall be prepared as soon as possible for addition to the draft which is scheduled for completion in August 1979.

The chapter shall summarize the socioeconomic impacts of the uranium fuel cycle and provide an analysis of findings concerning the socioeconomic impacts of each type of fuel cycle facility.

The anal.' sis shall include information concerning the identification of the fuel cycle activities for which public concerns in the form of psychological stress are evident, and the ways in which psychological stress issues can be addressed and alleviated.

The contractors proposal No. 77110 76R2, as submitted June 29, 1979, is incorporated herein as if set out in full.

C.

As a result of this foregoing changes the following adjustments are made in Article IV Consideration:

1.

Increase total estimated contract cost by $74,749.00 from

$422,268.00 to $497,017.00 2.

Increase estimated reimburseable costs by $69,859.00 frcm

$390,989.00 to $460,848.00 3.

Increase fixed fee by $4,890.00 from $31,279.00 to $36,169.00.

4.

Indirect rates are as indicated below:

a.

overhead 155% and 178% of Direct Labor for Northern Environmental Services Division and Energy Systems Division, respectively.

b.

General and Administrative expenses at the rate of 4.6%

of total cost plus overhead.
