Reference is made to your letter of February 14, 1979 and its enclosure which contains a proposal for Physical Protection Plan revisions as required by License Condition 9.3.59.
We have reviewed the material contained in the proposed revisions and find that your submission is generally responsive to the need for additional connitments in case critical security systens become inoperative. Some further modifications are required in order to assure that inoperative security equipment is returned to service promptly and that adequate com-pensatory measures are provided while thr. eiuipuent is inoperative. The enclosure to this letter contains more detailed observations on these two points.
Members of my staff are available for discussions.
Please respond within 30 days after the receipt of this letc.er so that approved revisions to your plan may be implemented by July 31, 1979.
It has been detemined that the enclosure to your letter of February 14, 1979 contains information of a type specified in 10 CFR 2.790(d). Accordingly, the enclosure is deemed to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.
In additien, we are withholding from public disclosure the enclosure to your letter cited above, since it contains clas-sified information.

10.3 A.
General Please quantify the terms "short-term malfunction" and lustained loss."
B.
Comoensatory Action Protected area intrusion detection is not adequately maintained if outside patrols are completely discontinued in severe weather.
Moreover, if nonduty personnel are to be utilized to provide visual coverag2 of a zone, these employees need to be instructed and equipped as the situation dictates.
10.4 A.
General The primary security concern during a door alarm failure should be the prevention of unauthorized entry into a Material Access Area if unoccupied and any unauthorized departure if occupied.
B.
Compensatory Action This section should include a commitment to repair a door alarm system in case of failure.
10.5 B.
Comoensatory Action CCTV is not acceptable as an interim detection system.
There-fore, it alone cannot replace an inoperative ransor.
This section should also include a commitment to repair the incperative sensors.
10.6 A.
General Add a statement to call qualified personnel to repair the system.
B.
Comoensatory Action Random searches of every fifth or sixth exiting employee from Building M during lunch does not meet the regulatory requirement and is not acceptable.
2-10.8 Compensatory Action Please confirm that the required " hands-on" search would be 100 percent of all employees plus the hand-held metal detector.
This section should include a commitment to restore the explosive detector to operational status.
