Thank you for your letter dated March 1, 1979, which states that a person who had been performing radioiodine labeling during the period November 6 to November 13, 1978, may have had an activity level of 0.275 microcuries of iodine-125 in the thyroid which would have been reportable to the NRC under Section Sa. (1) (e) of Regulatory Guide 8. 20.
Regulatory Guide 8.20, Section Sa.(1)(e) states that reports or notifications must be provided as required by Sections 20.405, 20.408 and 20.409 of 10 CFR Part 20 or as required by conditions of the licensee pursuant to Section 20.108 of 10 CFR Part 20.
An uptake of 0.275 microcuries of iodine-125 in the thyroid in a period of seven days within any given quarter does not meet the reporting requirements of any of these sections noted in Sa.(1)(e) of Regulatory Guide 8.20.
However, although the limits of 10 CFR 20.103(a) would not be exceeded, it would appear that the actions specified in 10 CFR 20.103(b) have to be taken. Whenever the intake of radioactive material by an individual exceeds a forty hour control measure, the licensee shall make such evaluations and take such actions as are necessary to assure against 7906050147_

The University of Chicago recurrence. The licensee shall maintain records of such occurrences, evaluations and actions in a clear and readily identifiable form suitable for su= mary review and evaluation.
(Refer to our letter to you dated January 10, 1979). For the case in which you reported to us, it appears the forty hour control measure may have been exceeded.
This matter will be reviewed at a future inspection.

-4 The NRC should be advised of the exposure described below.
Sushil-V;-f.armarken, an employee using I-125 under University of Chicago license 12-509-3 at La Rabida Institute, was shown to have 0.0649 microcuries in his thyroid on February 1,1979 and 0.047 microcuries on February 20, 1979.
The reason this report is being filed is because he did not have his thyroid counted during the period November 6 to November 13, during which time he per-formed several labeling procedures.
If he had, the observed activity might have been 0.275 microcuries which would have been reportable under section Sa(1)(e) of regulatory guide 8.20.
The calculation is based on the observed 40.8 day effective half life and ex-tropolated '.o November 6,1978. The thyroid dose comitment is 7.25 x 10-2 Rem

= 1.259 Rem Note that this is below the ICRP Comittee II recomended maximum of 30 Rem / year to thyroid.
- thyroid self dose: ORNL - 5000 Several other individuals in the same group were shown not to have comparable levels of activity.
The employee was removed from iodine work by his supervisor when the results of the February 1 count was given to him.
We will continue to monitor this employee and will report any unusual readings to the Comission.
