Docket 70-1359; SNM 1405 Amendment No. 8 to the referenced license set specific limits on materials procession limit for 1RT's Convoy Court facilities. A recently acquired experimental program will involve the use of components which contain fully enriched in 23g in excess of the presently specified limitation.

It is therefore requested that the possession limits for U-235 be modified as given below and that the limits for plutonium and U-233 remain the same.

'Ihe mass limitation defined by the above equation when coupled to the maximum weighted mass of Pu and U-233 (weighting factor of 2.5) is below critical mass for homogenized systems of various enrichments with optinum moderation and full reflection as given in Figure 13 of TID-7028.

Corporation Page 2 Mr. L. C. Rose Except for those materials described in our amendment Number 9 dated November 13, 1978, the materials will be encapsulated as scaled sources; Pu in amounts exceeding 1 milligram will be doubly encapsulated.

It is also requested that the exemption from the requirements of 10 CFR

70. 24 remain in effect.

No massive moderators or reflectors of beryllium, heavy water, or graphite are present in the storage area or work area.

It is believed that this modification of the mass limits constitutes an administrative amendment and a check for $150.00 is enclosed.
