As chairman of the former board in the special proceeding in the Alatter of Consumers Power Company (Midland Plants), Docket Nos.50-320SP,50-330SP, wherein the issue of professional miscon-ducts by attorneys had been raised, I am sorry to tell you that we will not be able to report to you by Aoril 1 on our suggestions for possible improvements in the Commission's regulations pertaining to disciplinary proceedings governing lawyers.

I believe our best explanation of a need for more time is that two of us " outsiders" are already in a whirl with NRC matters. Besides having a case load of his own, Gary AIilhollin has had his hands full heading the Commission's advisory committee on the immediate effec-tiveness rule and my time has been well-occupied with the Skagit, VEPCO and Florida Power and Light cases. Then Alargaret Laurence -

has been away.

We would like to reset the target date at '.11ay 7 for submitting our report to you. We are happy to say that it will include the written views of counsel who represented the parties in the special proceeding.
