Dear Charlie:
This is in response to your letter of January 29, 1979, concerning the two recently published Federal Register notices relative to (1) Standards for Combustible Gas Control Systems and (2) ECCS Acceptance Criteria.
You requested background information relative to these notices.
Enclosed please find the associated commission papers that pertain to these notices.
I believe that these pa'pers will provide more than enough background information on these subjects.
In particular, Enclosure B of SECY-78-290 contains a detailed review of comments that have been received on the Inerting Rule as well as an indication of how these comments were resolved.
The Westinghouse comments are reviewed and the justification for the conservatism contained in the NRC approach is discussed.
The NRC staff has estimated that only two plants (Peach Bottom 2 and 3) may have to be inerted as a result of the new rule (see Enclosure C of SECY-78-290).
With regard to the ECCS revisions, it should be emphasized that the notice was published primarily to elicit public comment on the areas under con-sideration. The detailed wording of the rules would follow'later.
liow-ever, it is our intent during Phase I to relax some of the present requirements in order to reduce the amount of reporting and to permit use of applicable data in certain specific areas. The present criteria would still be generally consistent with the new rules.
